A New Season at WIC
Washington International Church is entering a new season of ministry. As some of our leaders have been called to new opportunities, we are grateful for the time, faithfulness, and leadership they have shared with our church family.
As we move forward, our mission remains the same, to worship God, grow together in faith, and serve our community. Our leadership team is prayerfully guiding WIC through this season, trusting God to lead us each step of the way.
We are excited about what God has ahead for Washington International Church and look forward to continuing this journey together. Our worship services, ministries, and community events are continuing, and there is a place for you here.

interim pastor, Pastor Doctor Billy Russell
Pastor Dr. Billy G. Russell has devoted his life to serving God and sharing the Gospel. Raised in Mississippi, he answered God’s call to preach at age 18 and began his pastoral ministry in 1981.
Dr. Russell holds degrees in Physical Education, Educational Administration, Christian Counseling, and Transformational Leadership. He also served for more than 20 years as a school administrator and has pastored churches in Mississippi and Minnesota, including Greater Friendship Missionary Baptist Church in Minneapolis for 20 years.
His ministry has focused on discipleship, education, community outreach, and strengthening the church. He has also participated in missionary work in Africa and joined Interim Pastor Ministry (IPM) in 2022, serving churches during seasons of transition.
Music has been an important part of Dr. Russell’s life as a singer, songwriter, and recording artist. He and his wife, Theresa, have been married since 1977 and have a growing family of children, grandchildren, and great-grandchildren.
Pastor Dr. Russell currently serves as Interim Pastor at Washington International Church, helping guide WIC through its season of transition and encouraging us to continue growing as one church, many nations.
Associate Pastor, Rev. Lane McIntyre
Lane grew up in a Christian home in the Washington, DC area attending a Christian & Missionary Alliance church in Arlington, VA. As a senior in high school he felt God calling him to share the Gospel with people groups who had no church in their culture. To get equipped to do that he attended Wheaton College, studying Bible and Political Science, and then attended seminary at Columbia International University, where he double majored in Intercultural Studies and Teaching English as a Foreign Language. With his credentials in TEFL he has taught and worked in a dozen countries around the world in Central Asia, East Asia, the Middle East and Europe.
Lane met his wife Bonnie while guest preaching at a church where she was leading worship. He quickly felt she was a kindred spirit in life and ministry. They got married and have built a home where ministry and service are a part of everyday life for them and their four children. Lane was a youth pastor in Arlington for four years, and has been a pastor at WIC since 1994.
He enjoys music, travel, skiing, coaching sports teams and doing anything with his wife and four children.
Administrative Coordinator, Shannon mcneil
Shannon is a native Washingtonian. In her previous position, she served as a church administrator at an Episcopal church, where she enjoyed working with parishioners and staff.
Outside of work, she enjoys serving in various ministries at her home church and spending time with family and friends. Whether it's the beach, a lake, or a quiet waterfront, being around water is her favorite way to relax and recharge, meditate, and pray.
